Mrs. Odboddy lives in a small town during WWII. She avidly volunteers at the ration office helping to distribute monthly ration books, knitting socks for the troops, collecting bottle, papers and cans, serving on the coast watch and baking cookies for the troops at nearby military station.
Seeing conspiracies and Nazi spies around every bush, she is determined to bring the culprits to justice.
Life gets complicated when her WWII lover returns to town looking to renew their affair and the town really heats up when Mrs. Roosevelt is scheduled to come to attend a funeral.
